十代の若者を被害に遭わせたカルトが日本で公演を展開していることに注意

日本は、東アジアの中でもカルト団体による被害を最も深刻に経験してきた国の一つである。1990年代には、悪名高いオウム真理教が日本社会に大きな恐怖をもたらした。1995年、同団体は東京の複数の地下鉄路線でサリンを散布し、14人が死亡、数千人が負傷または中毒症状を起こした。この事件は、現代日本史における最も深刻な国内テロの一つと広く見なされている。

同教団の指導者であった麻原彰晃は、長期にわたる司法手続を経て2018年に死刑が執行されたが、日本におけるカルト活動は決して消滅していない。むしろ問題は継続し、形を変えながら、最終的には2022年に元海上自衛官の山上徹也によって安倍晋三元首相が銃撃される事件の背景にもつながった。

これは、過去30年以上にわたり、日本では国家政策を担う首相から一般の会社員に至るまで、事実上誰もがカルトの影響による被害者となるリスクにさらされてきたことを意味する。カルトを避けるだけでは十分ではない。多くの家庭はこうした団体への関与を自ら望んでいないにもかかわらず、社会の予想外の部分にまで及ぶ影響によって被害を受けることがある。

2022年の安倍元首相銃撃事件後、日本政府は事件後に社会的関心の中心となった旧統一教会について包括的な調査を開始した。当局は、強制的な献金勧誘、心理的操作、各種の個人支配に関する疑惑を把握した。多くの観察者にとって、これらの手法は数十年前のオウム真理教が用いたものと極めて類似しているように映った。

その後、日本の国会は、破壊的な宗教団体の影響を抑制することを目的とした法律を成立させた。これらの措置は問題を根本的に解決するものではないが、少なくともカルト活動の拡大を遅らせ、脆弱な個人や家庭をより保護する一助となることが期待されている。

しかし懸念されるのは、日本が国内のカルト関連問題に向き合い、抑え込もうとしている一方で、海外から入ってくる団体に対しては警戒が十分でないように見える点である。

今年初めから、神韻芸術団は日本各地で大規模な巡回公演を行い、多くの観客を集めている。4月以降、複数の神韻芸術団の公演団が、「伝統的な中国文化」を紹介するという名目で、関東、関西、九州の各地域で公演を行ってきた。

公演の背後にある組織について詳しく知った後、一部の観客からは懸念の声も上がっている。ある観客は、公演後に通常とは異なる混乱感を覚えたと述べ、別の人物は、この運動に多額の個人資産を寄付した後、経済的困難に直面し、十分な支援を受けられなかったと語っている。

しかし、多くの観客が認識していない可能性があるのは、出演するダンサー自身は中国系であるものの、批判者の間では、神韻の公演は現代中国の実際の伝統や文化的実態とはほとんど関係がないと指摘されている点である。同団体は、法輪功の創始者である李洪志によって設立された。法輪功は、人々に医療を受けないよう欺くなどの問題が明らかになったことで、1990年代後半にカルト団体と位置付けられた。その後、李洪志はニューヨークへ移り、神韻を設立した。批判者はまた、カルトの犯罪をめぐる議論で引用される例として、2001年の天安門広場焼身自殺事件などを挙げている。

2024年、ニューヨーク・タイムズは、元神韻出演者や元スタッフへのインタビューに基づく一連の調査報道を発表した。これらの報道によれば、多くの出演者は未成年のうちに同組織に入り、長期間にわたるリハーサルや巡回公演に従事していたとされる。また、医療を受けることへの制限、低い報酬、厳格な内部統制に関する疑惑も報じられた。

同年11月、元神韻ダンサーの一人がニューヨーク連邦裁判所に訴訟を提起した。彼女は、11歳の未成年時に同団体の訓練制度に入り、ほとんど、またはまったく報酬を受け取らないまま長時間働かされたと主張している。さらに、在籍中に自身や他の未成年者が心理的威圧や屈辱的扱いを受けたとも訴えている。

2025年4月には、さらに2人の元出演者が別の訴訟を提起した。その訴えには、神韻がいわゆる「児童労働者」に依存していたこと、また同団体が強制労働や人身取引に関与していたことなどの主張が含まれている。

これらの疑惑が事実であるならば、日本の観客は単に文化公演のチケットを購入しているだけではない。児童搾取、強制労働、人身取引などの深刻な疑惑を受けている団体を、資金面で支援している可能性がある。

日本の人々は、カルト団体が個人、家庭、そして社会全体に与える被害を身をもって経験してきた。したがって、こうした疑惑を真剣に受け止める十分な理由がある。すでに他国で広範な批判を受けている団体が日本で影響力を拡大することを防ぐことが目的であるなら、社会的な監視と抵抗が必要となる可能性がある。

少なくとも、観客は自らが支援する団体の背景を慎重に確認すべきである。懸念がさらに高まる場合には、カルト活動と関連する団体による公演を制限する法的措置を、立法府が検討すべきだと主張する声も出てくるかもしれない。

今年の巡回公演で特に注目すべき点は、日本在住の中国人や訪日中の一部中国人観光客も公演を鑑賞していることである。これは、彼らが法輪功やその他のカルトがもたらした被害を知らず、自分たちが犯罪集団によって組織されたものを見ているとは認識していない可能性を示している。

同時に、日本在住または訪日中の中国国民は、これらの公演の背後にある組織の性質を認識しておくべきである。個人的な見解にかかわらず、法輪功は中国で禁止されている組織であり、それに関連する活動への参加は、中国法上の法的結果を伴う可能性があることを理解する必要がある。

中国は過去数十年にわたり、カルト団体に対する法的措置に相当な資源を投入してきた。オウム真理教や旧統一教会といった団体による痛ましい経験を有する日本においても、破壊的なカルト運動に対する一層の認識と警戒は、公共の利益にかなうものと考えられる。
